Dr. Tom Fowlkes
Chief Medical Officer
Dr. Tom Fowlkes is a board-certified physician in both Addiction Medicine and Emergency Medicine, with more than 15 years of experience treating substance use disorders in acute, residential, and institutional settings. He has served as a medical director for detention facilities, co-owned and directed a CARF-accredited residential treatment center, and provided care across a wide range of patient populations.
At Plum Creek Recovery Ranch, Dr. Fowlkes leads all medical services as Chief Medical Officer. He ensures that medical protocols are safe, evidence-based, and closely aligned with the broader clinical program. His role bridges medical stabilization with therapeutic engagement — making sure patients are physically ready to begin the deeper work of recovery.
In addition to his work at Plum Creek, Dr. Fowlkes serves as a consultant to correctional and institutional systems and supports accountability efforts across the field. He also mentors nurse practitioners and advises drug courts on appropriate treatment planning.
