Santos Picacio oversees all aspects of human resources at Plum Creek Recovery Ranch, from recruitment and training to staff development and workplace culture. He brings more than a decade of private-sector leadership experience and previously served 17 years as an officer in the U.S. Army.

His approach is grounded in professionalism and accountability, with a focus on creating a work environment where people feel supported and empowered to do their jobs well. As someone in long-term recovery himself, he leads with humility and purpose, helping others find stability and meaning in the work of care.
