Billy Young
managing partner & co-owner
Billy Young has spent more than four decades building and leading addiction treatment programs, focusing on the clinical principles that give people the strongest chance at long-term recovery.
As the managing partner and co-owner of Plum Creek Recovery Ranch, Billy brings more than 40 years of experience in behavioral healthcare, addiction treatment, and organizational leadership. He has helped shape Plum Creek's treatment model around the principles he has seen produce the strongest outcomes: experienced clinical leadership, experiential therapies, family involvement, a strong connection to the recovery community, and the time and structure needed for lasting recovery.
From 2012 to 2016, Billy was Co-Owner and CEO of Oxford Treatment Center, where he helped grow the organization from a 24-bed startup into one of the region's leading addiction treatment centers. Together with business partner Tom Fowlkes, MD, he developed a full continuum of care that included medical detox, residential treatment, outpatient services, and sober living.
In 2019, he co-founded Right Track Medical Group, building a network of outpatient behavioral health clinics across Mississippi that expanded access to physician-led psychiatric care alongside professional counseling. His experience also includes holding executive leadership positions with organizations specializing in addiction treatment and eating disorder treatment in Mississippi, Tennessee and Arizona.
Billy holds a master's degree in counseling from the University of Mississippi and began his career on the ground in the 1980s as a frontline substance use counselor.
